In her letter to Blair she said: "I'm aware that you have taken steps to improve our water supply but I must say that I've noticed nothing unusual about this – at all.
"I'm sure that your actions have been quite consistent with all the other steps you have taken to improve the quality of our water supplies for many years but I doubt that there are any people working on this level of responsibility in any of the relevant departments in this country.
"I am equally concerned that I must also put in your place that we have no intention of ever releasing the full information, particularly as we are considering how to act against you."
She described the commission as having been "an incredibly poor success". It was expected to report by the beginning of 2016 and was scheduled to report on:
water-quality testing,
improvements to the management of waste water and
water treatment at the Olympic and other sports facilities.
"It's disappointing that your department seems to have no intention of publishing the full results of our work, and that they have even been unable to identify a potential problem. We feel it's important to publish these results as soon as possible as we seek to ensure that the public understand the risks and risks inherent in this.
"If you really have the desire to take these steps then we urge you to do so by publication of the results as soon as possible – as we would greatly appreciate the support of people from across Scotland to complete the report."
The commission was set up by Blair following the disaster. The minister said last year that he believed there was "significant and ongoing water crisis" at the stadium.

Police investigate east gippsland bull shooting

There were calls for help after a male bull was shot in Perth's west-central Gippsland.
Emergency services say the victim sustained minor injuries in the attack at Morningside Park and this morning.
The man was visiting his friend near the park when he was hit, police say.
Officers arrested an "off the road man" near Kurnell Drive in West Gippsland, where the victim later died.
They were treating it as a suspicious incident.
The man, from the city, remains in a serious but stable condition in the scene.
The Gippsland Country Ambulance Service is providing support and resources to the victim's family in the wake of the shooting.
Detective Senior Sergeant Tom Anderson from the CFA said police were not investigating any suspicious behaviour as a result of the incident.
"Any calls that are made out or received will then be referred to the crime scene investigators and we'll get back to the family to say it's all okay," he said.
"This gentleman has been very distressed by what has happened and we've now got to gather all the facts about what's occurred, try and gather as much information as we can to help sort that out."
